First of all welcome to the group, secondly thanks for resurrecting this topic as like a lot of solutions to a complicated scenario a simple solution can work.
Knowing now from your link that this dimpled cover exists as a product, I would be curious of the effect on putting it on the relevant surfaces of an F1 car in a wind tunnel test. From the article it appears only small portions of the car would feel its affect.
